South American geopolitics and international law: a lecture by Ambassador Ihor Tumasov

The lecture by Ihor Tumasov, former Consul General of Ukraine in Rio de Janeiro and Ambassador of Ukraine to Peru from 2018 to 2020, offered participants of the Junior Diplomatic Academy a deeper insight into the political dynamics of South America and their impact on today’s international relations.

Throughout the discussion, participants explored the region’s geopolitical landscape—from its historical foundations to current challenges. Particular attention was given to regional conflicts, many of which have been resolved, though some still carry the risk of renewed tension due to competition over natural resources and oil reserves. These examples helped participants understand how economic interests continue to shape international politics and global security.

Following an air raid alert triggered by russian aggression, the lecture continued in the shelter of the Kyiv Palace of Children and Youth. Despite the change in setting, the discussion became even more meaningful, highlighting the real-world relevance of international law, armed conflicts, and the role of diplomacy during crises.

Particular attention was given to how certain South American conflicts may serve as legal precedents in the context of the russian-Ukrainian war. This helped participants understand that international law develops through the shared experiences of different regions and conflicts around the world.

Participants also learned more about the International Court of Justice and its role in resolving disputes between states. The discussion further explored how domestic political changes within South American countries directly influence foreign policy and international relations.

The meeting concluded with participants thanking the Ambassador for the insightful discussion and inviting him to their graduation ball—a gesture of respect and a symbol of the growing connection between young people and the professional diplomatic community.
